Why do I have limited access to my student's college records when I'm paying his/her college expenses?
In an effort to comply with FERPA (Family Educational Rights and Privacy Act ) regulations a school must:

Have consent prior to the disclosure of education records;
Ensure that the consent is signed and dated and states the purpose of the disclosure.

By signing an annual Statement of Financial Responsibility, you and your student are releasing the College to discuss the financial information held in your student’s educational record. Additionally, if you claim your son or daughter as a dependent for federal tax purposes, the College will give you access to his/her education records, as specified in FERPA (see part 99.31 (a) (8)). In order to gain this access, you will be required to supply your current tax year tax return to the Office of the Bursar.
